Ohio Senate Passes RPS Legislation
In a unanimous vote the Ohio State Senate passed Sub Senate Bill 221 that was passed by the Ohio House earlier this week. Included in the legislation are strong standards for renewable energy and energy efficiency that will result in 12.5% of Ohio's electricity coming from renewable sources of power and a 22% cumulative reduction in energy usage by 2025.

Time for an International Renewable Energy Agency?
At the invitation of the German Federal Government, representatives from more than 60 countries met in Berlin earlier this month to discuss the founding of the International Renewable Energy Agency (IRENA), an intergovernmental organization that will exist to exclusively promote the adoption of renewable energy worldwide.

What is the Efficiency of Solar-Powered Fuel Cell Vehicles?
I just read a news release on SMUD's PV installation providing hydrogen (H2) via electrolysis for a fleet of fuel-cell vehicles. I made a feeble attempt, using Wikipedia, to figure out how much solar energy was captured, how much H2 was produced and how far the cars would travel after a typical day's charge. I failed. My question: What is the overall efficiency (in a well-to-wheels format) of this PV/FC configuration. --Bryan B, Wylie, TX

Hydrogen Contest Winner Could Improve Airports Worldwide
When you think of hydrogen, cars might be the first thing that comes to mind. But last week, non-automotive applications were the focus of the design developed by the grand prize winner of the 2007-2008 Hydrogen Student Design Contest. In the opening keynote panel of the NHA's 19th Annual Hydrogen Conference, Shannon Baxter Clemmons, Executive Director of the South Carolina Hydrogen and Fuel Cell Alliance (SCHFCA) announced the team from Missouri University of Science & Technology as the winner of the Hydrogen Education Foundation's (HEF) 2007-2008 Hydrogen Student Design Contest.

U.S. Senate Briefing on Hydrogen and Climate Change, April 16
This briefing will explore a hydrogen economy's premier carbon and emissions benefits, the broad efforts of several key companies and research institutions that are partnering with federal and state governments in comprehensive RD&D efforts, a package of tax incentives, and the opportunities for the 110th Congress. There will be preliminary remarks from Senators Byron Dorgan and Lindsey Graham, and Representative Bob Inglis.

Senate Passes Housing Bill with PTC & ITC Extensions Included
The U.S. Senate has passed an amended H.R. 3221, a current housing stimulus bill that also contains extensions for the Production and Investment Tax Credits for renewable energy. The bill now goes to the House of Representatives for further consideration where it is likely to face some opposition from Democrats who are unhappy about the fact that the legislation fails to identify the source of the money to pay for the tax credits.

U.S. Senate Introduces Bipartisan Renewable Energy Tax Credit Legislation
United States Senators Maria Cantwell (D-WA) and John Ensign (R-NV) have introduced the Clean Energy Stimulus Act of 2008. The bill, which has bipartisan support extends the commercial Investment Tax Credit (ITC) for solar and fuel cell projects for eight years and removes the utility exemption.
